    MOHRSS: Concrete implementation measures for the central regulation over pension insurance funds will be promulgated in a near future

    23日,人社部新闻发言人卢爱红在发布会上表示,基本养老保险基金中央调剂制度是整个养老保险制度改革的一个重要方面,是今年正式推出的一项重点改革。目前人社部正在会同有关部门制定具体实施办法,将于近期出台实施,确保三季度启动资金缴拨工作。

    On 23rd, Lu Aihong, press secretary of MOHRSS, expressed on the press conference that the system of central regulation over basic pension insurance funds is a key aspect of the overall reform over pension insurance system and a key reform officially promoted this year. At present, MOHRSS is formulating concrete implementation measures with relevant departments, which will be promulgated and enforced in a near future to ensure the payment and allocation of start-up capitals in the third quarter.

    近日,《中国人力资源社会保障》杂志刊发了一篇题为《全面放开生育刻不容缓》的文章,其中指出,应当紧急彻底全面放开生育,取消一胎生育准生制。对生育了二胎的家庭,应适当给予个人所得税退税,从而达到鼓励生育的目的。

    Recently, Magazine “Human Resources and Social Security of China” has published an article titled “Pressing Comprehensive Relaxation of Family Planning Policy”, pointing out that the family planning policy should be relaxed urgently, thoroughly and comprehensively and that the one-child birth admission system should be annulled. For families which have given birth to a second child, appropriate drawback of personal income tax should be offered in order to attain the goal of childbirth encouragement.

    近日,新西兰最老牌的资金信托公司Perpetual Guardian率先开展了一场每周工作4天的实验,员工们每天上班的工时不延长,薪水不削减。实验的结果显示,经过8周的测试,一周工作4天不仅提升了员工们和公司的粘合度,生产力也有增无减,因此决定将在未来实施这一工作形态。

    Recently, the oldest-brand money trust company Perpetual Guardian in New Zealand has taken initiative to carry out an experiment of four workdays per week without extending employees’ working hours per day and without slashing their wages. The result of the experiment reveals that, over the eight weeks of test, working four days per week has not only promoted the degree of employees’ adhesion to the company but also boosted productivity. Therefore the company decides to implement this work mode in the future.

    On 23rd, Lu Aihong, press secretary of MOHRSS, expressed on the press conference that, by the end of the second quarter registered rate of unemployment in towns all over the country was 3.83%, a year-on-year decline of 0.12% to the lowest level over years.

    近日,海南省人社厅发布了《海南省2018年度企业工资增长指导线意见》,当中提到,企业货币工资增长基准线为7.1%。这是2018年度海南省职工货币工资的基本调控目标。

    Recently, Human Resources and Social Security Department of Hainan Province has released “Opinions on the Guideline for Increase in Enterprise Wages of Hainan Province in 2018”, mentioning in it that the baseline of increase in monetary wages of enterprises shall be 7.1%. This is the basic goal of regulation and control over employees’ monetary wages in Hainan Province during 2018.

The adjustment is to commence from this August.
